Bangladesh Showcases Digital Achievements at INOTEX 2025: From Managing Vaccination for 140 Million to Unified National Budgeting

At INOTEX 2025 on May 1, 2025, Bangladesh presented its efficient digital governance model through homegrown systems like Surokkha for vaccination management and iBAS++ for integrated budgeting, reflecting a forward-thinking approach to technology.

 
Bangladesh made a strong impression at INOTEX 2025 by showcasing its digital innovations, including systems like Surokkha and iBAS++, which demonstrate the country’s commitment to building an efficient, future-oriented digital government.

Saif Md. Zulker Nien Chowdhury, a programmer from the ICT Department under Bangladesh’s Ministry of Posts, Telecommunications, and Information Technology (MoPT&IT), represented the country at the exhibition. In an interview with INOTEX 2025 reporters, Chowdhury stated, “We are members of the D8 Economic Cooperation Organization, and the Iranian government invited us to participate in this event. We’ve seized this opportunity to introduce our achievements in Information and Communication Technology (ICT).”

From E-Government to the Fourth Industrial Revolution
Chowdhury emphasized Bangladesh’s focus on delivering digital services to citizens, noting, “We currently provide around 8,000 government services digitally to the public. Our goal is to achieve good governance through the development of e-Governance.” He added that Bangladesh has undertaken extensive measures in areas like cybersecurity, data analytics, Internet of Things (IoT), and other emerging technologies to prepare for the Fourth Industrial Revolution. Some of these innovations, displayed at INOTEX, have garnered appreciation from other countries.

Surokkha: A Local System for COVID-19 Vaccination Management
One of Bangladesh’s standout technological achievements is Surokkha (meaning “safety” in Bengali), a system developed during the COVID-19 pandemic. Chowdhury explained, “Surokkha was entirely designed and implemented by Bangladeshi programmers. Over 140 million people have been vaccinated through this system. It manages every stage—from vaccine importation, distribution, appointment scheduling, registration, SMS notifications, to issuing vaccination certificates. Beyond COVID-19, it can also handle other vaccination programs.”

Comprehensive Digital Management Systems for Governance
Chowdhury highlighted other locally developed systems, including the Central Aid Management System (CAMS), Smart Office Management System, inspection systems, notification platforms, and training and development tools. “All these systems are integrated into a unified platform that government offices can utilize,” he noted.

National Portal Framework for Government Websites
Another significant ICT project in Bangladesh is the National Portal Framework. Chowdhury elaborated, “We currently have over 55,000 active government portals, ranging from the presidential level and ministries to rural offices. Each government entity has its own website to provide services to citizens.”

Integrated Government Financial System: iBAS++
Chowdhury also introduced iBAS++ (Integrated Budget and Accounting System Plus Plus), a locally designed system for government financial management. “This comprehensive system covers budgeting and accounting across the entire country, managing all financial affairs at a national level,” he said.

ICT Beyond Government: Applications in Agriculture, Healthcare, and Education
He stressed that ICT applications in Bangladesh extend beyond government services, impacting sectors like agriculture, healthcare, and education. “We have over 1,000 knowledge-based companies and entrepreneurs active in the ICT sector. We believe technology should be applied across all segments of society,” Chowdhury affirmed.

INOTEX 2025: A Platform Full of Opportunities for Foreign Tech Innovators
Reflecting on their participation, Chowdhury shared, “During the exhibition, we held meetings with Iranian industry professionals and exchanged insights on our respective fields. Connections were made that could lead to future collaborations.” He added, “I believe every country should take advantage of participating in this exhibition. Being at INOTEX 2025 has been highly beneficial for us, providing a platform to showcase our achievements and establish international connections.”
