Key Discussions on AI Governance at INOTEX 2025
National AI Draft Bill Prepared in Iranian Parliament

Reza Taghipour, head of the AI and Knowledge-Based Technology Faction in Iran’s Parliament, announced the preparation of a national AI draft bill during a panel at INOTEX 2025.
On May 1, 2025, during the final day of the INOTEX 2025 exhibition in Tehran, Reza Taghipour, head of the AI and Knowledge-Based Technology Faction in Iran’s Parliament, spoke at the “Institutional and Legal Frameworks for AI Exchange” panel within the “Governance Forum” event. He revealed that a draft of the national AI bill has been prepared in the Industries Commission, emphasizing the need for a law to accelerate AI development in Iran despite challenges and differing views among executive bodies.
Taghipour highlighted the National Data and Information Management Law, aimed at removing barriers by declaring data as national assets and establishing the Government Interoperability Working Group as the regulatory authority. He also stressed the importance of protecting personal data, urging comprehensive laws to ensure data security and accountability for misuse.
Addressing delays in AI progress, he noted a lack of advancement over the past year and mentioned that responsibilities have been shifted to the government, complicating oversight. Taghipour invited experts from the Virtual Space Research Center to contribute to drafting new data governance laws, hoping to build momentum from the current draft and reform future steps.
