In the modern Innovation Ecosystem, knowledge workers are the ultimate competitive advantage. Recognizing this, the Iran International Innovation District (IIID) established a dedicated Human Capital Development Center in 2023 to streamline and elevate talent acquisition, retention, and upskilling for Members of IIID. This multi-tiered support framework ensures resident enterprises have seamless access to top-tier talent and continuous professional development.

1. Sadaf Digital Talent Platform
A centralized portal (isadaf.techpark.ir) bridging the gap between elite talent and resident enterprises. It aggregates full-time roles, internships, project-based gigs, and specialized national service placements, while serving as the primary hub for all HR-related ecosystem announcements.

2. Sadaf Empowerment Program
A comprehensive career acceleration initiative for university students and graduates. Spanning four phases—self-assessment, career pathing, soft-skills development, and immersive Facility Visits to Small & Medium-sized Knowledge-Based Enterprises (SMKBEs)—this program has successfully trained over 5,500 participants across 18 provinces, including major academic hubs like Tehran University and the Pardis Innovation District.

3. Corporate Upskilling & Workshops
Quarterly, targeted training modules designed to address immediate operational bottlenecks and general business competencies for resident tech teams, managed by the Investment and Technology Localization Directorate.

4. Internships & the "Tech Assistant" Initiative
A strategic pipeline connecting academic talent with industry. Guided by universities, the IIID, and the Ministry of Science, this program places selected students in 6-month, hands-on roles within resident tech and knowledge-based firms, fostering real-world experience and long-term retention.

5. Specialized Tech Bootcamps
Intensive, market-driven training camps in high-demand fields such as AI, cybersecurity, robotics, drone technology, and advanced electronics. To date, over 600 professionals have been rapidly upskilled through this initiative to meet industry demands.

6. Sadaf Job Meet & Career Hubs
Dynamic, in-person networking events featuring career coaching, HR panels, experience-sharing sessions, employer branding workshops, and direct recruitment opportunities. All details are centralized at isadaf.ir.

7. Immersive Tech Tours
Curated Facility Visits for students and scholars to engage directly with successful entrepreneurs and tour resident SMKBEs, creating a highly effective funnel for proactive talent acquisition.

8. Talent Acquisition Subsidies
To incentivize hiring, the IIID offers direct financial support of up to 50,000,000 IRR per intern or trainee for knowledge-driven units, early-stage startups (Type 1 & 2), and Accelerator Centers.

9. Certified HR Technology Brokers
Strategic partnerships with specialized Technology Brokers / TTOs, including Karno Co. and Pishheh Kavan Pardis Development Co., to provide bespoke, high-efficiency recruitment solutions.
