Global Investment Hub: Attracting Foreign Capital to the IIID
Under a landmark 2024 Cabinet resolution, the Iran International Innovation District (IIID) has been officially designated as a top-tier priority for attracting foreign direct investment (FDI) and global tech talent. To facilitate this, the Ministry of Foreign Affairs and the Organization for Investment, Economic and Technical Assistance of Iran (OIETAI) are mandated to collaborate closely with Pardis Technology Park (PTP) to onboard non-resident Iranian experts and international investors.
Furthermore, the Vice Presidency for Science, Technology and Knowledge-Based Economy is tasked with streamlining visas, residency, and employment for foreign scientists and entrepreneurs. This includes facilitating student scholarships at resident universities, enabling the employment of Iranian professors with dual citizenship, and paving the way for the establishment of foreign university and bank branches within the district.
Unprecedented Incentives for Global Investors
The IIID offers a frictionless, highly attractive regulatory environment for international capital, featuring:
- A 20-year corporate income tax exemption.
- Permanent personal income tax exemption for resident personnel.
- Exemption from standard national labor laws, adopting the flexible frameworks of Free Trade-Industrial Zones.
- Full protections under Iran’s Foreign Investment Promotion and Protection Act (FIPPA), alongside specialized customs facilitation and streamlined financial repatriation.
Proof of Concept: Successful Cross-Border Ventures
The district’s ecosystem has already proven its capacity to host and scale international joint ventures. Notable success stories include:
- Diopars (South Korean Joint Venture): Established in 2016 through a strategic partnership between Afrand Atlas and South Korea’s DIO Corporation, Diopars is a prime example of successful cross-border tech transfer in digital dentistry and implantology. Joining PTP in 2017 and achieving Knowledge-Based tech status in 2020, the company operates 12 multi-axis CNC machines across three shifts. It produces 10 core product lines (with 174 variants), manufacturing dental prostheses locally while sourcing implant fixtures from South Korea. With 21 branches and over 200 specialized staff nationwide, Diopars has become Iran’s largest dental organization, successfully localizing advanced implant technology and driving down costs. - Darolan Darou: A pioneer in the pharmaceutical and medical equipment sector, Darolan Darou specializes in the design, manufacturing, and supply of high-precision equipment for pharmaceutical production lines. The company plays a critical role in elevating domestic healthcare manufacturing standards, notably producing advanced slow-release injectable vials (e.g., Deferelin).
