On September 9, 2026, at INOTEX 2026, Nima Ghazi, President of the Tehran E-Commerce Association, identified financing as the primary bottleneck for the tech ecosystem, urging a unified, permanent solution over reactive crisis management.

During the "Stay or Go" panel at the Iran International Innovation & Technology Exhibition (INOTEX), Ghazi outlined the systemic challenges hindering the digital economy. According to the INOTEX 2026 News Center, he stressed that solving the financing puzzle would naturally resolve many secondary operational issues.

Key strategic insights and operational challenges highlighted include:

  • Strategic Focus Over Reaction: Criticized the current reactive policymaking, urging stakeholders to agree on a single, prioritized roadmap for tech financing rather than addressing crises ad hoc.
  • Implementation Hurdles: Cited a recently stalled financing initiative involving the Iran National Innovation Fund (INIF) and Post Bank, highlighting how last-minute bureaucratic shifts derail well-resourced plans.
  • Tax Credit Disparities: Noted that digital economy firms receive disproportionately fewer tax credit resources under the Knowledge-Based Production Leap Law compared to highly profitable sectors like pharmaceuticals and energy.
  • Blocked Exit Routes: Highlighted the severe decline in domestic venture capital activity and the immense difficulties successful firms face when attempting to enter capital markets or secure an exit.

Ghazi concluded that while security and macroeconomic issues are complex, the ecosystem must first collectively solve the understandable and actionable problem of financing to restore capital circulation and long-term growth.
