The Iran International Innovation District (IIID) aims to establish itself as the preeminent high-tech hub in West Asia, prioritizing strategic investments in transformative fields such as artificial intelligence, quantum computing, microelectronics, cryogenics, biotechnology, fintech, and clean energy.

Speaking at the 23rd Annual Meeting of Pardis Technology Park (PTP) in 2025, Hossein Afshin, Vice President for Scientific, Technological, and Knowledge-Based Economy Affairs, emphasized that IIID is no longer “just a place, but a direction” — a thriving innovation ecosystem where knowledge turns into products, ideas into industries, and motivation into capital.

Afshin outlined a national strategy to remove barriers for technology companies by shifting the government’s role from regulator to facilitator, offering incentives such as tax relief, guaranteed procurement of knowledge-based products, venture capital (VC) funding, IPO readiness, and dedicated investment funds.

He announced the establishment of a Global Technology Communications Center within the district, creating a hub that connects international innovation leaders and enables Iran-based companies to integrate into global value chains. Strategic “deep-tech” priorities include AI, quantum technologies, recombinant drugs, regenerative medicine, nanotechnology, environmental monitoring, and decarbonization.

Afshin highlighted the technology justice approach, aiming to extend innovation infrastructure across all provinces so that local talent can thrive without relocating. Key initiatives include the “Connect” program for engaging Iranian experts abroad, provincial foundations, and the Elite Club of Iran.

Underscoring the importance of smart technology diplomacy, he said the plan is to build innovation bridges with regional countries, boost exports of high-tech products and services, attract foreign investors, and position Iran as a real arena for bold investment.
