On September 4, 2026, at INOTEX 2026, Ehsan Chitsaz, Deputy Minister of ICT, stated that holding the exhibition amid current security challenges sustains the national innovation ecosystem and encourages startup integration into corporate value chains.

During the Iran International Innovation & Technology Exhibition (INOTEX), Chitsaz outlined the Ministry of Communications and Information Technology's strategy for fostering the digital economy. According to the INOTEX 2026 News Center, the government is actively shifting its role from direct project execution to acting as a regulator and orchestrator.

Key strategic priorities highlighted by the Deputy Minister include:

  • Value Chain Integration: Encouraging large corporations to integrate startups into their supply chains as a sustainable financing and innovation model.
  • Regulatory Orchestration: The 14th Government's commitment to defining frameworks that incentivize private sector investment, rather than the state executing projects directly.
  • Government Cloud Initiative: Successfully attracting private capital to national digital infrastructure projects, notably the "Government Cloud" (Abr-e Dolat).
  • Internet Access as a Fundamental Right: Ensuring stable, high-quality internet connectivity is maintained to support the digital economy and retain domestic tech talent, despite ongoing regional security conditions.

Chitsaz noted that internet connectivity has remained uninterrupted, emphasizing that any decisions regarding network access fall under the purview of sovereign institutions, while the Ministry focuses on maintaining infrastructure stability and fostering private-sector-led growth.
