On September 4, 2026, at INOTEX 2026, Ehsan Azimirad, head of the Parliament's Knowledge-Based Production Leap Law oversight committee, reported that 80% of the 310 trillion IRR budget for 2026 has been secured in the first four months.

During a specialized panel at the Iran International Innovation & Technology Exhibition (INOTEX), Azimirad detailed the financial and operational progress of the legislation over the past four years. According to the INOTEX 2026 News Center, the law aims to systematically redirect state resources toward the national knowledge-based ecosystem.

Key financial and operational milestones highlighted include:

  • Budget Reallocation: In 2023, only 38 trillion IRR of the 240 trillion IRR capacity was allocated to the tech sector, but in 2024 and 2025, 100% of the legal credits were fully assigned.
  • 2026 Revenue Targets: For the current year, a total budget of 310 trillion IRR was projected, with approximately 250 trillion IRR already secured in the government treasury within the first four months.
  • Executive Compliance: Mandated agencies, including the Ministries of Science, Health, and Agriculture, have been compelled to align their operations with the law's 20 articles following strict parliamentary oversight.
  • Untapped Potential: Despite these advances, an estimated 88% of the law's capacities, such as tax credits and strategic item production, remain underutilized by the innovation ecosystem.

Azimirad concluded by urging startups and knowledge-based companies to proactively study the legislation and engage with parliamentary and executive support centers to maximize available opportunities for business development.
